Vessels Transiting Alaska: Check Your APC Hasn’t Expired
The United States Coast Guard has granted extensions to a number of APC providers in Western Alaska.
Vessels transiting Western Alaska to or from a US port must have Alternative Planning Criteria (APC) in place in respect of oil spill response. The APC is required under US federal legislation for designated “Remote Areas” where full compliance with the National Planning Criteria is not possible.
All existing APCs were set to expire on 30 June 2018. However, the USCG has granted extensions to a number of APC providers.
A notable exception is Alaska Response Corp (ARC). The USCG has not extended their approval for this provider and vessels contracting with ARC after 30th June 2018 will not be compliant with US requirements.
Western Alaska APC companies that do have USCG approval are as follows:
Tank vessels
Alaska Maritime Prevention & Response Network (AMPRN): approved until 31 December 2018
Non-tank vessels
Alaska Maritime Prevention & Response Network (AMPRN): approved until 2021
1-CALL Alaska:approved until 2021
We are grateful to Gallagher Marine Systems for this information. It is understood that the Western Alaska Captain of the Port will issue a one-off only waiver in respect of this issue in order to avoid delays.
