USCG Issue Guidance on Inoperable Ballast Water Treatment Systems
The United States Coast Guard (USCG) have issued guidance on what to do when a vessel destined for a US port has an inoperable ballast water treatment system.
USCG Policy Letter 18-02 “Guidelines for Evaluating Potential Courses of Action When a Vessel Bound for a Port in the United States has an Inoperable Ballast Water Management (BWM) System” contains guidelines for vessels and Coast Guard personnel in the event of a failure of a ship’s ballast water treatment plant. It outlines when the Captain of the Port (COTP) must be informed and what alternative measures for compliance may be employed.
California-based consultants Patriot Maritime Compliance have provided their analysis and recommendations in their advisory here. The USCG Policy Letter can be read here.
