USA: USCG Amend Ballast Water Management Reporting and Record Keeping Requirements
The United States Coast Guard (USCG) has implemented changes to the ballast water management regulations which came into effect on 22 February 2016.
The changes also include some reporting requirements and a new Ballast Water Management Report (BWMR) form.
However, vessels exclusively trading between US ports, excluding the Great Lakes of Upper Hudson River, are no longer required to submit a BWMR prior to the vessel’s arrival in port. Such vessels are required to submit BWMR forms to the National Ballast Information Centre (NBIC) within 6 hours of the vessels arrival in port or prior to the vessel’s departure.
The USCG requires ships operating exclusively on voyages between ports within a single captain of the port zone (COTP) to submit an annual report of their ballast water management practices.

The USCG amendments to the final rule of the ballast water management reporting and recordkeeping requirements, published on 24 November 2015, also came into effect on 22 February 2016. The amendments are aimed at simplifying the ballast water report form and minimises the administrative burden on local port authorities.
