USA: Environmental Protection Agency Vessel General Permit Deadline Approaches
The deadline for submitting a Vessel General Permit (VGP) annual report to the US Environmental Protection Agency (EPA) is 28 February 2016.
The EPA regulates incidental discharges from the normal operation of vessels consistent with the Clean Water Act. Such discharges include, but are not limited to, ballast water, exhaust gas scrubber washwater discharge, bilge-water/oily water separator effluent, graywater and anti-foulant paints.
Vessels must file their annual report documenting VGP activities to the EPA by 28 February 2016.
This requirement applies to the following:
- All ships covered under the 2013 Vessel General Permit (VGP).
- This applies whether or not the vessel actually called in the US during 2015.
- It also applies if the vessel was sold or left the management.
The VGP system is quite extensive and Members can find full details on the US EPA website at: VGP Monitoring and Reporting
For information on how to use the vessels eNOI please refer to the following EPA website: http://www.epa.gov/npdes/electronic-notice-intent-enoi
Members that are submitting their own Annual Reports should log on to the EPA’s website, although the report format can be found in Appendix H in this document.
