Singapore Oil Spill Advice
Singapore is one of the world’s major bunker ports, with many vessels calling only to carry out bunkering operations. With this comes the risk of oil spills.
Local correspondents SPICA, have advised that in the event of an oil spill, the Maritime and Port Authority of Singapore (MPA) require the following documents:
1. Master’s SOF
2. MPA standard form “Master’s authorization to appoint Solicitor”
3. C/E ROB report
4. MPA standard Casualty Incident Report
5. MPA may require a photo report to verify condition of affected shipside. If shipside is stained, shipside cleaning will be required before departure
SPICA further informs that in recent cases the MPA have not only boarded the vessel but have taken the Master and/or Chief Engineer ashore for interviewing.
A Letter of Undertaking (LOU) will usually be required by the MPA before the vessel is permitted to sail.
