Restrictions on the import into the EU of goods originating in Crimea or Sevastopol
The European Union has, In response to the annexation of Crimea and Sevastopol by the Russian Federation, introduced a regulation imposing restrictions on the import of goods originating in Crimea or Sevastopol.
This Regulation, which came into force on 25 June 2014, includes the following provisions:
- The Regulation applies to nationals of Member States, to activities within Member States and to any ship (of whatever nationality) within the jurisdiction of a Member State.
- From 25 June 2014 the import of goods originating from Crimea or Sevastopol into the EU is prohibited as is insurance and reinsurance of such imports.
- There is a prior contract exception for contracts concluded before 25 June which expires on 26 September provided the relevant Competent Authority has been notified 10 days in advance the relevant activity or transaction.
- There is also an exception for goods approved by the Ukrainian authorities.
- The EU Member States are required to introduce legislation to enforce these measures which is “effective, persuasive and proportionate”.
No UK Treasury notice has yet been released on these measures but an update is expected in due course.
