Pre-arrival reporting process for vessels calling at Nigerian aims to tackle corruption

The Maritime Anti-Corruption Network (MACN) inform of the pre-arrival process that has been put in place for vessels calling at Nigerian ports and terminals to allow for port call progress to be monitored by anti-corruption authorities.

The introduction of this process is in response to the Nigerian government’s policy to ban the offering of gifts and other forms of facilitation payments to officials from the Port Health, Immigration, Customs, and other agencies involved in the boarding and inspection of vessels.

The procedure allows Masters, shipowners or their appointed representatives to immediately report to the Port Standing Task Team (PSTT), and MACN Local Help Desk if an MACN member, any form of corrupt demand made towards a vessel’s master, the shipping company, or their representative.

The PSTT is a cross-departmental anti-corruption authority that includes the Nigerian Ports Authority. They can carry out physical checks on board vessels and in the ports and terminals during vessel clearance and cargo clearance operations.

It is important to note that access to and assistance from the MACN HelpDesk is only available to MACN members.

Non-members of the MACN must send their pre-arrival notice only to the PSTT, with the following information to all the email addresses listed below:

  • Name of vessel
  • IMO number
  • Name of arrival Port/Harbour/Terminal
  • Estimated Time of Arrival (ETA)
  • Last port of call
  • Next port of call
  • Name and contact details of boarding agent
