Nickel Ore Liquefaction Risks Remain in Philippines

There have been several reports in recent months of liquefaction of nickel ore cargoes loaded in the Philippines, in particular Surigao.

The carriage of nickel ore is problematic as it is a cargo which may liquefy if the moisture content of the material exceeds its Transportable Moisture Limit (TML). Heavy rainfalls on uncovered stockpiles increase this risk of liquefaction. Cargo liquefaction can lead to a loss of stability, to the extent that the ship may capsize.

Vigilance of the master and crew, and any surveyor appointed to assist them, is vital in preventing unsafe cargo from being loaded on board.

Be guided by the advice contained within the IMSBC Code and our loss prevention publications which can be found on our website at www.nepia.com. This includes our new ‘Cargo Care’ checklist here https://www.nepia.com/publications/cargo-care-checklist-nickel-ore/

You can access our training pack on how to carry out a ‘Can Test’ here. This simple test, when done properly, indicates when a cargo could be unsafe. It could save your and your shipmates’ lives.

The COVID-19 pandemic has created additional challenges. The ability of surveyors to travel and attend some ports in the Philippines may be affected by lockdowns and restrictions on movement.

We remind our Members of the Circulars in relation to loading nickel ore and the requirement to notify North when planning to load nickel ore from the Philippines or Indonesia.
