New routing and reporting requirements in Xiamen

China MSA has announced the introduction of revised ship routing and reporting systems for the Xiamen Water Area and Qiongzhou Strait.

The revised Ship Routing System and Ship Reporting System in Xiamen Water Area will take effect on 1 March 2022. The system for Qiongzhou Strait takes effect from 01 April 2022

Ship Routing System and Ship Reporting System in Xiamen Water Area

The revised Ship Routing System requires vessels 50,000 GT and above to use the deep-water route for inward and outward journeys to and from Dongdu, Haicang and Zhaoyin Port of Xiamen.

The revised Ship Reporting System is applicable to all foreign vessels. Key changes are the replacement of the original reporting point of Jiujiejiao, reporting requirements for vessels experiencing technical issues and the use of VHF channels.

Ship Routing System and Ship Reporting System in Qiongzhou Strait

The revised Routing system consists of separation zones, boundary lines, traffic lanes, precautionary areas, etc.

The revised reporting system consists of four reporting lines. Ships entering the reporting area must report to Qiongzhou Strait VTS Center but ships departing from the reporting area are not required to report.

Penalties

Vessels that violate either of the revised systems may be subject to an administrative penalty or other administrative compulsory measures imposed by the MSA in accordance with relevant laws and regulations.
