New Argentinian Hold and Tank Inspection Requirements

As reported below, new procedures came into force in 2017 that allowed private certified survey companies to carry out pre-loading inspections of the holds and tanks in accordance with the criteria established by SENASA.

Local correspondents Pandi Liquidadores S.R.L report that SENASA has now decided to supervise a proportion of the inspections of holds and tanks. This took effect on 18 November 2020 and will be trialled for twelve months.

Pandi Liquidadores S.R.L inform that according to SENASA Resolution 861/2020, between 10% to 20% of the vessels will be inspected by SENASA at berth before loading to supervise the inspection of holds/tanks carried out by the private surveyors. The vessels will be selected according to risk criteria that will take into account the year built, last three cargoes, intended cargo and the records of the attending surveyors.

North’s Argentinian correspondent Pandi Liquidores S.R.L have issued circular 008/2017 regarding changes to the National Food and Grain Health authority (SENASA) requirements for vessel hold and tank inspections.

SENASA resolution No 693E/2017 entered into force on the 1 November 2017, and outlines the fact that SENASA has now delegated the task of conducting hold and tank inspections to registered private companies.

SENASA now therefore maintains a role auditing the listed private companies, and where required resolving disputes between parties.

The circular outlines all the main points of resolution No 693E/2017 and includes a translation to English. The circular can be read here.
