First Steps in Seafarer COVID-19 Vaccinations

The roll-out of COVID-19 vaccinations to international seafarers has commenced with the United States and the Netherlands being some of the first countries to offer a voluntary vaccination programme.

United States of America

The North American Maritime Ministry Association (NAMMA) has published information on vaccination arrangements, including what vaccines are offered, at various ports in the United States. Further details can be found here.

Useful information regarding the US vaccine programme is also available on the website of the Centers for Disease Control and Prevention (CDC) at www.cdc.gov.

The Netherlands

The Royal Association of Dutch Shipowners has announced a vaccination programme where all seafarers working on seagoing vessels under the Dutch flag or under Dutch management will be eligible for the COVID-19 vaccination. It is understood the programme will commence mid-June 2021.

ICS publish vaccination ‘roadmap’

The ICS have published Coronavirus (COVID-19): Roadmap for Vaccination of International Seafarers. The ICS state that the vaccination of seafarers in their home countries remains the preferred option but measures should now be taken to permit access to vaccination for seafarers from all countries. The roadmap provides a framework to establish a local vaccination programme dedicated to seafarers.

North advises caution

Whilst we can understand the attraction for shipowners in arranging for crew to be vaccinated which should benefit both the shipowner and the crew, we would recommend that it is first given full and proper consideration and that the expert advice of employment lawyers and/or medical negligence experts in the relevant jurisdictions are consulted.

Members should also read North’s briefing on COVID-19 vaccinations which highlights some of the potential issues involved.

When choosing a clinic, please be aware that should there be any resultant problems (e.g. serious side effects or the efficacy of the vaccine) the Member may be required to demonstrate that due diligence was exercised regarding all arrangements and the clinic used.

We also advise that any contracts entered into are carefully reviewed to ensure that the relevant medical facilities are fully insured against any serious medical issues and that Members are not required to waive all rights of recovery in the unfortunate event of a claim.
