The Council of the European Union has introduced further restrictive measures against Syria with the publication of Council Decision 2012/122/CFSP, with effect from 27 February 2012.

The Council of the European Union has amended Annex II of Council Regulation (EU) No 36/2012, with effect from 27 February 2012, with the publication of Council Regulation (EU) No 168/2012.
The amendments to Annex II to the 2012 Regulation take the form of the addition of 7 individuals and 1 entity, namely the Central Bank of Syria, and the removal of 1 individual.

With the publication of Council Implementing Regulation (EU) No 55/2012, the Council of the European Union has amended Annex II of Council Regulation (EU) No 36/2012 with effect from 24 January 2012.
The amendment to Regulation 36/2012 extends the existing asset freezing measures to include an additional 22 individuals and 8 entities.

The Council of the European Union has agreed new restrictive measures to be implemented against Syria with effect from 1 December 2011.
These restrictive measures have been published under the EU Common and Foreign Security Policy as Council Decision 2011/782/CFSP which repeals Decision 2011/273/CFSP.

The regulations have been developed to restrict, amongst others, the following:
- The shipment of military equipment to Syria onboard any EU Member State flagged vessel or aircraft.
- The shipment of crude oil and petroleum products from Syria and the insurance and reinsurance thereof.
- The shipment of key equipment and technology for the following sectors of the oil and natural gas industries in Syria or to Syrian or Syrian-owned enterprises engaged in those sectors outside Syria (a) refining, (b) liquefied natural gas, (c) exploration, (d) production.
- The delivery of Syrian currency to the Central Bank of Syria.
The regulations also impose restrictions on financial enterprises, financial support for trade, the financial sector, admission and the freezing of funds and economic resources.
The provision of insurance and reinsurance to the owner of a vessel chartered by a Syrian person, entity or body is permitted provided that person, entity or body is not listed in Annexes I or II of this regulation.
In addition to Council Decision 2011/782/CFSP, the Council of the European Union has amended Annex II of Council Regulation (EU) No 442/2011 under Council Implementing Regulation (EU) No 1244/2011. This amendment will take effect from 2 December 2011.
Regulation (EU) No 1244/2011 extends the existing asset freezing measures to include an additional 12 individuals and 11 entities.
