China: Low Sulphur Fuel - Fines
The China Maritime Safety Administration (MSA) of Heibei Province and Tianjin municipality has reportedly penalized foreign flagged vessels for using non-compliant fuel.
From 1 January 2017, it has become mandatory for all vessels berthed at any of the 11 core ports to only use fuel with a maximum sulphur content of 0.5%.
The 11 core ports are: Guangzhou, Huanghua, Qinhuangdao, Tangshan, Tianjin, Zhuhai, Shanghai, Nantong, Ningbo-Zhoushan, Suzhou and Shenzhen.
It is reported that inspectors are routinely carrying out detailed inspections of on-board documentation and collecting fuel samples for testing at a local laboratory.
Vessels calling at the core Chinese ports should be prepared for the inspections.
